China once again enters the annual “two sessions”.
With the opening of the fifth session of the 13th CPPCC National Committee in Beijing on March 4, China once again entered the annual “two sessions time”. Food is an important topic at the two sessions every year.
This year, more than 10 NPC deputies and CPPCC members from the food industry, including Cai Jinchai, Shi Jubin, Leng Youbin and Liu Yonghao, actively offered their opinions and suggestions for the development of the industry and society. Suggestions: improve the overall innovation and international competitiveness of the food industry
It is understood that China’s food industry ranks first in the world and is a pillar industry of the national economy. Since the 13th five year plan, the state has issued a series of food nutrition and health policies and regulations such as the outline of the “healthy China 2030” plan, which has effectively promoted the development of nutritious and healthy food industry. “However, while China’s nutritional and health food industry is developing day by day, there are also some problems that need to be solved urgently.” Cai Jinchai, member of the National Committee of the Chinese people’s Political Consultative Conference and President of Fujian Panpan food group, pointed out that China’s nutritious and healthy food industry started late and faced challenges in terms of basic research investment, enterprise innovation ability, health claim evaluation and management system of nutritious and healthy food.
How to speed up the high-quality development of China’s nutrition and health food industry? Cai Jinchai made suggestions from three aspects:
First, build a high-level industrial innovation center to enhance the overall innovation and international competitiveness of the industry. Build a number of national nutrition and health food industry innovation centers in areas with relatively developed food industry, develop a number of internationally leading science and technology, and form a number of innovative industrial clusters to help improve the quality, efficiency and innovative development of the food industry.
Second, improve the health claim management system and promote the integration of China’s nutritious and healthy food with the world. Relevant departments should improve the market supervision mechanism and facilitate consumers to choose nutritious and healthy food by further deepening the definition of functional nutritious and healthy food on the premise of increasing market supervision and improving industrial policies and regulations. In addition, we can also learn from the practices of some foreign countries, start with improving the management system, carry out hierarchical management of product health claims, and adopt the filing system for lower health claims, so as to promote the integration of nutritional and healthy food in China with the world.
Third, accelerate the marketization process of drug and food homology, and build a nutritional and healthy food industry with Chinese characteristics. In the context of increasing attention to traditional Chinese medicine and traditional diet and health preservation, we should vigorously promote the popularization of community nutrition and health knowledge; Accelerate the basic research on the integrated development of traditional Chinese medicine, regional characteristic ingredients and nutritious and healthy food; Accelerate the marketization process of drug and food homology, and promote nutritious and healthy food with Chinese characteristics to the world stage.
Mengniu Shi Yudong
Suggestions: strengthen policy regulation and promote the sustainable and stable development of China’s dairy industry
Shi Yudong, Secretary of the Party branch and senior manager of R & D and innovation Department of Inner Mongolia Mengniu Dairy (Group) Co., Ltd., believes that “there are still seasonal and regional imbalances in the production and consumption of raw milk, resulting in the cyclical surplus and shortage of milk sources. At the same time, the stock of dairy cows and milk production are relatively low, and the self-sufficiency rate of milk sources has decreased year after year.” Therefore, Shi Yudong suggested that we should strengthen policy regulation, establish a national reserve center, innovate the regulation mechanism of dairy market, form a “buffer” to ensure supply and price stability, protect the interests of dairy farmers and ensure the smooth operation of the market; It is suggested to open the import of dairy cows from relevant countries in stages, and introduce policies to encourage the construction of reserve cattle breeding bases such as adult cattle, so as to improve the self-sufficiency rate of domestic dairy cows.
With the improvement of health awareness, the food and health care products required by specific groups such as children and the elderly continue to heat up in the market. However, the basic general standards for food and relevant standards such as probiotics in the food field are still blank. Shi Yudong said that it is necessary to establish and improve the food quality standard system for specific groups as soon as possible. In addition, probiotics are more and more widely used in food, but there is still a lack of relevant standards in the food quality standard system. It is suggested to promote the formulation of relevant specifications and standards for probiotics, improve the quality standard system of the food industry, effectively improve the quality level of this kind of food and promote the high-quality development of the food industry.
In order to improve the nutritional health level of adolescents, the current projects related to student nutrition intervention include student milk plan, student nutrition meal plan and rural compulsory education student nutrition improvement plan. The student nutrition intervention project implemented in China has achieved great results, but the above nutrition intervention projects lack overall planning and management. Shi Yudong suggested that through legislation, the student nutrition intervention plan should be included in the scope of basic public services of the government, relevant government departments should be designated to coordinate the student nutrition intervention, adjust the beneficiaries of the nutrition improvement plan for students in rural compulsory education, earnestly implement the student meal nutrition guide, and improve the dietary nutrition level of students.

Suggestions: accelerate the whole chain carbon reduction and create a ‘zero carbon’ life
As a deputy to the National People’s Congress, Li Cuizhi has always paid attention to the quality of dairy industry, conducted in-depth research and made suggestions. “In addition, ecological and environmental protection is also an important direction of Li Cuizhi’s attention.
For the dairy industry, how to take the road of green development and implement the national “double carbon” goal? The two sessions of the National People’s Congress will be held soon. In view of the carbon reduction of agriculture and animal husbandry in the upstream of dairy industry, Li Cuizhi suggested: “to promote the green development of dairy industry, we should grasp the key link of upstream agriculture and animal husbandry. I suggest that we should improve the construction of carbon emission statistical system of agriculture and animal husbandry, give better play to the function of grassland carbon sink, and speed up the cultivation of compound talents of ‘agriculture and animal husbandry + carbon reduction’, so as to accelerate the whole chain carbon reduction and create a ‘zero carbon’ life.”

Suggestions: take probiotic food as a breakthrough to establish functional food standards
Wang junjin, member of the National Committee of the Chinese people’s Political Consultative Conference and chairman of Junyao group, will bring three proposals to the two sessions this year, among which the proposal related to the food industry is to establish a national standard for probiotic food as soon as possible.
Wang junjin said that since the outbreak of the epidemic, probiotic food has gradually become an emerging industry in the field of large health, and major enterprises have joined the Bureau. However, many manufacturers can not keep up with the production process, production equipment and quality management, resulting in excessive loss of probiotics and low survival rate in the processing process. Some manufacturers even fill up more with less without considering the scientificity of the formula Antagonism between probiotics, false labeling. ” Wang junjin said.
In this context, Wang junjin suggested the implementation of classified management of food. “At present, only the standards for general food and health food have been established, while the standards for functional food between the two have not yet been formed. Suggestions: further promote the healthy development of traditional Chinese medicine health food industry

Chinese medicinal materials with the same origin have a long history of consumption, and their safety and effectiveness have been proved by long-term practice. In this regard, Li HuiSen said that more Chinese herbal medicines of the same origin as medicine and food will be included in the catalogue of recorded health food to make up for the slow progress of the approval of registered health food, meet people’s diversified health needs at a faster speed, and give enterprises more room for innovation.
The holistic view of traditional Chinese medicine and the thought of syndrome differentiation and treatment have obvious advantages in health care and prevention. However, the theory of traditional Chinese medicine has its own logic and can not be fully compatible with modern medical theory. Li HuiSen said that the functions of health food in traditional Chinese medicine terms based on traditional Chinese medicine theory should be added, such as “tonifying middle school”, “supplementing qi”, “strengthening health” and so on. At the same time, using modern technical means, scientifically analyze the scientific connotation of the core health function of traditional Chinese medicine health food, and establish the efficacy evaluation method corresponding to the function.
Based on thousands of years of practical experience and theoretical summary, traditional Chinese medicine has a refined and personalized measurement dimension of human health. Therefore, at the two sessions, he specially brought a proposal on implementing food carbon labeling to help China achieve carbon neutrality.

Therefore, Zhang Xuewu suggested that in order to promote low-carbon emission technology, the greenhouse gas emissions of products in the production process can be marked with a quantitative index on the product label to inform consumers of the carbon information of products in the form of labels.
In the past, when buying food, consumers mainly focused on the price, nutrition, quality and other characteristics indicated on the label. The emergence of food carbon labels helps people form “carbon awareness”, quantify the carbon footprint generated by the purchased food or services, and measure the impact of human production and consumption activities on the greenhouse effect. So as to promote food related producers to optimize production methods and improve processes, effectively promote the progress of carbon emission reduction in the industrial chain, and create a good social atmosphere to promote consumers to choose healthy and low-carbon diet or consumption habits.
Therefore, Zhang Xuewu suggested that the state introduce policies to gradually promote and popularize food carbon labels by encouraging enterprises to adopt food carbon labels.

Suggestions: continue to pay attention to private enterprises and economic development
